New Report Alert: US foreign aid cuts leave Honduran women and girls without protection

We’re proud to share a powerful report issued thanks to our collaboration with the Women’s Refugee Commission, a US non -profit organization, made possible thanks to the support of Canadian donors. A Cut Too Deep: US Foreign Aid Withdrawals and the Collapse of Protection for Women and Girls in Honduras into how the abrupt reduction in U.S. assistance has impacted displaced women and girls facing violence and exploitation.

In 2025 alone, an estimated $184 million in U.S. foreign aid to Honduras—including $13.7 million in humanitarian funding—has been withdrawn. More than 7 million people — or 64% of the population of Honduras — will no longer be targeted for assistance. The effects have been devastating: shelters have closed, support services have vanished, and gender-based violence programs have been scaled back or eliminated altogether.

This report draws on fieldwork across Honduras and firsthand testimony from frontline organizations and survivors. One women’s organization said, “If a woman in life-threatening danger comes to us today, we have no way to help her move to another city. We are on our own.” Organized criminal groups are exploiting the void left by shuttered humanitarian efforts, while returnees face traumatic conditions.
